Diploma in Civil Service and State Agency Studies

The Diploma in Civil Service and State Agency Studies is designed to complement the existing NUI accredited Certificate in Civil Service and State Agency Studies, which has been running successfully since 2004.  The Diploma provides a more in-depth explanation and analysis of the system of government, ‘governance’ and public administration in Ireland.  It is designed to amplify and build on the foundation coverage of the system and key processes provided by the Certificate.  Both programmes are intended to be an important step in the career development path of civil and public service staff and to provide material of relevance to enhance the competence of individuals in their career path.

AUDIENCE

The programme is aimed at civil and public servants who have successfully undertaken and completed the Certificate in Civil Service and State Agency Studies. Both programmes are relevant to:

  • All staff working within the civil service, state agency and local authority sectors, particularly staff at junior and middle level grades. The content is appropriate to those in technical and professional as well as administrative grades.
  • Staff in other organisations that significantly interact with government and the system of public administration.

DELIVERY AND DURATION

This programme will be delivered over one academic year. Delivery is via a blended learning programme that involves a combination of distance learning, tutor delivery/attendance at six tutorials/seminars, directed home study and continuous assessment through assignments and written examination.

Tutorials will take place at the Institute of Public Administration in Dublin. Classes typically run from 9:30 to 5:00 on tutorial dates.

PROGRAMME CONTENT

This Diploma is delivered on a modular basis and covers the following topics:

Module One: The Changing State and Public Service
Module Two: Public Service Modernisation
Module Three: Government Financing and Economics
Module Four: Policy Formulation and Analysis
Module Five: Ireland and the EU

Module Six: Issues in Modern Governance

PROGRAMME OUTCOMES

When participants have completed the Diploma, they will:

  • Have specialised knowledge of agencification, policy networks, public service reforms, performance reporting, the management information framework, the policy process, and the EU decision making process, and transposition of directives and regulations
  • Be able to access cash based and accrual accounts, place public service reforms in comparative context, assess policy options and decisions, and utilise policy making tools
  • Be competent to transfer and apply theoretical concepts from the fields of governance, policy making, economics and public service modernisation
  • Be able to act in a range of varied and specific contexts within the civil service and wider public service
  • Have a deeper understanding of the environment in which they and their organisation operates
  • Develop competencies that will assist in their career progression.

ACCREDITATION

The Diploma in Civil Service and State Agency Studies is accredited by the National University of Ireland (NUI).

ASSESSMENT

Assessment is based on a combination of assignments, a project and end of year examination.

FEES, ENROLEMENT PROCEDURES AND ADMISSIONS

€990 per person. Fee includes course materials, NUI matriculation, tuition and tutorial attendance, project assessment and examinations.
