This study provides an overview of progress on the implementation of the local government modernisation programme as set out in Better Local Government - A Programme for Change (1996). The study focuses on the thirty-four county and city authorities in the Republic of Ireland. Three key questions are addressed: what was intended to be achieved by the modernisation programme; what is happening in practice; and what are the key issues emerging? Evidence for the study findings was obtained from a review of documentation, a series of key informant interviews at both local and central government levels, and a questionnaire survey of county/city managers.
