In recent years, there have been a number of attempts to compare the efficiency and performance of the public sector across countries. International raking has become a popular activity. This report looks at existing data, from a number of international sources, on the quality of public administration provision.
However, significant limitations still remain regarding data reliability and validity and hamper the drawing of meaningful conclusions. The 'state of the art' of measuring public administration performance is not at a stage where clear judgements can be made.
With these limitations in mind, this report for the Committee for Public Management Research (CPMR) outlines some steps that can be taken to improve the international comparative database.
