Core work since joining the Institute of Public Administration has been for the Committee for Public Management Research. Has undertaken numerous major studies on public management issues for the Committee (see listing of publications below). Main activities have been in the areas of performance measurement and evaluation, and public service reform.

Engaged in a number of major consultancy projects for public sector organisations in Ireland, particularly in the fields of programme evaluation, strategic management and performance measurement. For example: work on effectiveness indicators for the Department of Community Rural and Gaeltacht Affairs; production of background documents for the National Children’s Strategy and National Economic and Social Council strategy reports; evaluation of the Homeless Initiative and Homeless Agency. Established and chairs the Irish Evaluation Network.

Internationally, has conducted research on behalf of the European Commission, the OECD, the World Bank, and the European Group of Public Administration. Consultancy work includes: assignments on performance management and performance contracting for OECD public management service; acting as external expert in study on quality of evaluations for the European Commission; input to World Bank deliberations on outcome measurement and evaluation capacity development. Member of the International Evaluation Working Group on policy and programme evaluation. On the editorial board of the International Journal of Public Sector Management. On the Board of the European Evaluation Society (2002-2005).
