James is a Human Resource Specialist in the IPA's Human Resource Management Training and Consultancy Unit since 1997. Before joining the IPA, he worked for a number of years as a University and College Lecturer in Human Resource Management & Organisational Behaviour, in both Ireland and the United Kingdom.
His experience includes public sector, private sector and major voluntary body assignments both in Ireland and overseas, where he has played a key role in the design and 'hands on' delivery of a broad range of training and consultancy initiatives, frequently acting as project manager.
Key projects have included recruitment & selection and the identification and reform of personnel/HR management practices. The European Foundation for the Improvement of Living & Working Conditions has retained him as Advisor/Consultant on a number of senior management level selection campaigns .He has delivered HR training on a wide range of core and specific HR Management topics across the Irish public service and has also played a significant role in the preparation of interview boards for clients such as the The Legal Aid Board, The Central Bank, The Commission for Energy Regulation and the Courts Transitional Service Board as well as The Environmental Protection Agency (EPA). James has designed ,directed and run seminars, and training sessions on the topic of Workplace Bullying in addition to delivery of information seminars and workshops on other emerging HR topics to a variety of clients. He has acted as Project Leader on a range of consultancy projects including the identification of training needs in the Chief State Solicitor’s Office.
Overseas Human Resource Management assignments have included:
Design and delivery of skill based HR training programmes (June and November 1999) to government and public service employees as part of the Phare Project on public administration reform in the Former Yugoslav Republic of Macedonia. Further training delivered in June 2000
Responsible for the delivery of the Human Resource Management Module of the EU Tempus Programme for the Development of Public Managers, Slovenia, April 2001. Further training delivered in October 2001 and November 2002.
Represented International Services Unit (on occasion with Department of Foreign Affairs) at meetings relating to The EU Project on Training for Civilian Aspects of Crisis Management (EU Commission Project) in Madrid and Brussels (June 2002 and September 2003).
Delivery of presentation on ‘Best practice in Effective Recruitment and Selection in the Irish Public Sector’ to the 4th Annual Human Resource Management Conference run by the Bulgarian Institute of Public Administration and European Integration (IPAEI), Sofia, June 2004.
Design and delivery of week long HR Training module to Croatian Public Service Managers as part of the EU Public Administration Reform Project, Zagreb, July 2004.
