Key work has been as director of various accredited IPA educational programmes in healthcare management. Following his MA in Health Services Studies at the University of Leeds, developed in the 1980s the health care option on the IPA’s BA in Healthcare Management. More recently, has been director of the IPA’s NUI-accredited MA in Healthcare Management (Year 2) and of the NUI - accredited Certificate in Health Services as well as of the IPA's new Diploma in Health Services Policy.
Has had substantial experience of undertaking research and evaluation projects related to the health sector in Ireland and has also worked on international projects with colleagues in other countries.
Examples of topics covered include: Criteria for Professional Regulation (2004), Regulation of Practitioners of Complementary and Alternative Therapies, (2002), International Trends in Healthcare Structures (2001), The Impact of Market Forces on EU healthcare systems (2000), Health Provision in the EU (1997) Continuing Education Needs of Nursing (1996-1997) and Public Health Nursing Services (1995).
Clients have included the Department of Health and Children, the Eastern Regional Health Authority, the European Health Management Association/European Commission and An Bord Altranais as well as healthcare professional associations.
In the 1990s, edited a series of publications on behalf of the regional health boards: Health Services News, the Health Factsheets and policy discussion papers. He is co-author of a 2002 book, Current Issues in Healthcare Management: A Comparative Review.
Lectures regularly on IPA under-graduate and post-graduate programmes on Irish and International Health Policy and on Structural Reform in the Health Services.
