Tom is a Public Policy and Governance Specialist with the Institute’s Training Division and has responsibility for managing and delivering a number of programmes and services in the area of administrative and political governance and policy. He has contributed to a number of consultancy projects in the area of governance, public consultation, strategy formulation and organisational review. He also acts as Board Secretary to a state agency.
Other specific responsibilities include:
- NUI Accredited Certificate in Civil Service and State Agency Studies – Programme Director
- Public Policy Seminars (eg. Integrating PMDS with HR Practices; Data Protection: Best Practice)
- Spring and Autumn Breakfast Seminar Series for Senior Management
- A-Z of Irish Government: Briefing Series
- Tailored in-house briefing sessions for government departments and bodies
- Contributions to the IPA academic journal, Administration
Tom also lectures on various aspects of Irish government and public administration, including the political institutions, the legislative process, the role and functions of the civil service and the public sector modernisation programme.

Previous Work:
Before joining the Institute in 2006, Tom worked as a Parliamentary Assistant for a Government Senator in Seanad Éireann. His responsibility included analysing legislative developments and speechwriting. He also provided research and writing assistance in the production of three policy documents on childcare and ageing policy. Prior to working in Leinster House, Tom worked as a Politics tutor in UCD.
Education:
Tom has an honours BA degree in Politics and History from UCD, a first class honours Masters in Politics from the School of Politics and International Relations, UCD, and is currently undertaking a Doctorate in Governance.
