Admission Requirements and Procedures
Undergraduate Admission Requirements
To gain admission to an IPA programme, prospective students must come within one of the three categories below:
1. Have a Leaving Certificate with a minimum of grade C in two higher level (honours) papers and grade D in four other subjects. The papers passed must include Irish, English, and a Third Language. BBS students must have passed the Mathematics paper.
OR
2. Students of mature years (students over 21 on the 1st of January of the calendar year of entry) may be matriculated by the IPA for the purpose of entering a course of study on
the recommendation of the Faculty Committee
OR
3. Prospective students who do not meet the requirements under paragraphs 1 and 2 but who may qualify for admission by meeting certain other equivalent criteria should apply for a Special Case Application Form to:

Subject Accumulation
Students who wish to take a stage of a programme on a phased basis may enrol for one or more subject each year until the stage requirement is completed.
Exemptions
Graduates and those with other relevant awards, in particular university, HETAC and Institute of Technology awards, may apply for an exemption from a subject/stage of an IPA programme. Only those who have studied relevant disciplines will be considered. Application forms for exemptions, which should be completed and returned no later than early October 2009, are available from the IPA(01) 2403600 or by emailing undergrad@ipa.ie. Applications must be accompanied by proof of qualification (transcripts of results for each year of previous third-level studies).
Enrolment and Registration
To enrol in any programme, all students must send the following to the IPA:
- A completed enrolment form (download)
- A passport-type photograph
- A photocopy of their birth certificate, passport or driving licence
- A photocopy of their Leaving Certificate or a relevant qualification
- The fee for the programme:
- Students attending lectures at the IPA or studying through distance education can pay their fees in one or two instalments
- Students attending lectures at a regional Institute of Technology pay their fees in two instalments. The First instalment should be paid to the relevant IT and the second to the IPA
- Fees are to be paid by cheque or money order
- Students attending lectures at a regional Institute of Technology should enrol with the IPA AND with the relevant IT.
Employers and Fees
Some employers will wish to pay students’ fees directly to the IPA. In such cases, students, when enrolling, should submit a letter from their training or personnel officer confirming that the fees will be paid directly. NOTE: A letter confirming that fees will be refunded to students at the end of the year will not suffice.
Students who pay their own fees are eligible for tax relief at the standard rate.
Postgraduate Admission Requirements
Higher Diploma and MA
Enrolment
Please complete the application form (download) together with:
- one copy of your degree or relevant qualification
- one passport-type photograph
- the semester fee of ?2,500 (which will be returned to you if, for any reason, you are not offered a place)
OR
A letter from your employer confirming that fees will be paid directly to the IPA.
Places on the programmes are limited and demand for places is likely to exceed the number available. Consequently, you are strongly advised to apply as early as possible. Successful applicants will receive further details prior to the commencement of the programmes.
Fees
Fees cover seminars, distance education manuals, essential textbooks and NUI matriculation and examination charges. When fees are being paid by the participant’s employer, the IPA will invoice the fee for each semester separately. The study week abroad in year two of the MA in Public Management is not covered by the fees but will be determined on the basis of travel and accommodation costs.
Doctorate in Governance
Enrolment
Applicants for the DGov should normally have a primary degree, or equivalent qualification, of at least 2.1 standard. They should also have at least five years' full-time work experience at an appropriate level in a relevant public service profession. Interviews may be held to assess the suitability of candidates.
To apply for a place on the DGov programme please contact Patricia Ryan at the IPA and request an application form. This should be completed and returned, together with:
- a copy of the applicant’s CV
- copies of degree certificates
- a covering letter detailing the applicant’s reasons for applying
- two references (one academic, one professional), which must be sent in sealed envelopes, signed on the back by the referee
- a letter authorising that the course fees will be paid by the
- student or a third party, e.g. the applicant’s employer.
