What we do

The International Unit offers consulting, training, technical assistance and study visits mainly in the fields of Public Administration Reform, EU Integration as well as National and Regional Economic Development - predominantly to the EU New Member States (NMS), EU Accession/Candidate Countries (AC/CC) and Russia but also to African and Central Asian countries.  Our privileged access to Irish civil servants and public sector experts is a key feature of our services to international clients.

In particular, we tend to focus on a number of core strategic topics where recent Irish experience is of relevance:

  1. we are very active in the area of Public Sector Reform, with a strong emphasis on Strategic Management, Leadership, Project Management, Human Resources Management, Public Finances as well as Capacity-building for sister institutions including Training for Trainers;

  2. EU integration is increasingly becoming a main field of expertise.  The needs analysis based multi-annual EU Affairs training programme - three intensive and practice-oriented 1-week training courses for Civil Servants of the NMS, AC and CC - focuses on EU Negotiation and Coordination Skills, Structural Funds (Financial Management and Programme Implementation) as well as EU Presidency Support;

  3. we also provide tailor-made assistance in the field of National and Regional Economic Development, using the recent economic success of Ireland as a basis for our range of consultancy, high level advice and technical assistance in Management of EU Structural and Cohesion funds, National Development Plans, SME, Industrial policy, Taxation, issues etc.

In providing our services internationally, the Institute works closely with the Ministry of Foreign Affairs in Dublin as well as with Irish Aid.  We are working in the framework of European Union tenders and have provided services under the various assistance and development programmes for DG Enlargement (Phare, Cards, Meda and Tacis programmes), DG Administration (management training services for Commission officials in Brussels). 

We are shortlisted for the EC external services Technical Assistance Framework Contract in Lot 7 (Human rights/Governance/Public Administration) and lot 11 (Public Finances, Macro-economic Analysis where our expertise is drawn upon worldwide.
