Nicolas Marcoux (Head of Unit)
provides strategic advice and overall guidance in the design and delivery of the projects managed by the Unit.Having worked for the European Commission in various development and assistance capacities in sub-Saharan Africa, Eastern Europe and in the Balkans, Nicolas is well seasoned in the management of large assistance programmes. He is also very familiar with the needs and challenges of countries undergoing processes of change and transition particularly in the fields of European Integration and public sector reform.
Nicolas has a legal background in Public and European Law and provides necessary support to the programme managers in their management and projects-related functions; he also interacts with clients and beneficiaries institutions and advises them on strategic decisions in the area of international assistance.

Ashling Newberry (Programme Manager) is responsible for the effective functioning of the Institute’s activities in the international field, managing consultancy and training programmes, using the expertise of the IPA and Irish public service to deliver capacity and institutional building supports. She is involved in the design, delivery, monitoring and evaluation of such programmes, and works closely with beneficiaries to ensure a successful outcome. The projects she manages include those in new member states, accession and candidate countries and the Western Balkans and Russia.
She also assesses and recommends projects for approval and assists in tender preparation, negotiating terms and conditions with external agencies with whom the IPA works, and preparing and managing project budgets and salaries for consultants. She liaises with the Commission and other international bodies and public administrations on behalf of the IPA, and is one of the key contact point in relation to Twinning.
Ashling has many years experience working extensively across the organisation and with the Institute’s diverse range of clients.

Laura Sherry (Administrative Co-ordinator) provides technical and financial support to the various programmes managed by the Institute as well as co-ordinating the Unit’s tendering and business acquisitions processes.
While operating the Unit’s financial and accountancy systems, Laura is in charge of ensuring appropriate and timely support in terms of preparation, logistics and delivery of all projects’ inputs (at home and abroad). She also conducts and co-ordinate all tasks related to the tender and bid-related activities of the Unit, in close collaboration with the Programme Managers and the Head of Unit.
