Performance measurement is a topic of growing interest in the public service. The Committee for Public Management Research has recently undertaken research into developments in performance measurement in the health and local government sectors. This paper draws out common issues and findings from these studies. The term performance measurement is used here in an inclusive sense to cover the systematic monitoring of performance over time using both quantitative and qualitative indictors of performance. The development of a new approach to human resource management (HRM) is a key requirement of the public service modernisation programme. A continued and positive response to the challenge of HR reform is vital, not just for those employed in the civil service, but also to underpin and facilitate other aspects of the modernisation agenda. The purpose of this CPMR Briefing Paper is to reflect on the conclusions of five studies, undertaken by the IPA on behalf of the Committee for Public Management Research, to comment on the evolving policy context with respect to human resource management and to suggest how departments might further progress HRM reform.
