Colette joined the IPA in Dec 2024 as Registrar and Head of the Whitaker School of Government and Management.In this capacity, Colette is responsible for the strategic oversight and leadership of the academic programmes offered by the school. With over 20 years in higher education, Colette is committed to advancing public service excellence through education, research, and professional development.
Colette holds a PhD in Human Resource Management from the University of Limerick, where her research focused on fairness judgments in termination of employment. Her scholarly contributions include numerous peer-reviewed journal articles and book chapters, with particular expertise in organisational behavior, work-life balance, and employee engagement.
Colette has extensive experience engaging with external stakeholders, including serving as an external examiner and a program validation chair for QQI-accredited institutions. Her work has been recognised with prestigious awards, such as the Emerald/EMDF Outstanding Doctoral Research Award and the Outstanding Paper Award from the Journal of European Industrial Training.
An advocate for lifelong learning, Professor Darcy continues to shape the future of public service leadership through her teaching, research, and commitment to advancing the values of the IPA.
