It aims to develop the skills and knowledge of the participants in investment appraisal tools and techniques necessary to build a public sector capital expenditure financial analysis of a project.

The Public Spending Code course is intended to introduce the Public Spending Code (PSC) for Capital Projects. - Learning Outcomes
On completion of the Public Spending Code online course participants will be able to:
- Engage in the mathematics of compound and discounting.
- Conduct an appraisal using Accounting Rate of Return, Payback method, Discounted Payback method, Net Present Value, Benefit-Cost Ratio, and Internal Rate of Return.
- Identify risk and explore the quantification of risk.
- Course Content
This introduction to the Public Spending Code (PSC) for Capital Projects will cover the following areas:
- PSC overview, the scale of appraisals, project lifecycle, etc.
- Financial mathematics (discounting and compounding) together with practical Investment Appraisal methodologies (Accounting Rate of Return, Payback method, Discounted Payback method, Net Present Value, Benefit to Cost Ratio, Internal Rate of Return, Timing of cashflow).
- Risk and internal control considerations are also discussed.
