The Institute of Public Administration (IPA) is Ireland’s leading public sector learning and development agency and is the premier provider of training and education to the Irish public service. It plays a key role in fostering the development of best practice in public service management and provides an informed forum for discussion and debate on public service issues. It also provides the public service with innovative thinking and analysis through its research, conference and publications capacity. The IPA is a provider of accredited education as a recognised college of the National University of Ireland.
The Role
Reporting to the Director General, the Head of Human Resources will have responsibility for operational human resources management, ensuring that the function delivers a service that supports delivery of the IPA’s Strategy. They will also provide leadership in ensuring the IPA meets the objective of developing best practice in public administration and public management, in addition to creating high-performing, motivated, cross-functional teams of staff.
The Person
The individual appointed will manage all operational aspects of the HR Function, while providing leadership and driving continuous improvement and quality assurance across HR services. They will have proven experience of embedding an organisational culture that supports high performance and which contributes to overall organisational effectiveness and a clear understanding of all relevant legislation and best practices.
