Senior Lecturer on a number of undergraduate and postgraduate programmes at the IPA, including the BA in Public Management, the Diploma in EU Studies, the MA in Public Management, the Masters of Economic Science in Policy Analysis, and the Doctorate in Governance. Mark is also a guest lecturer on postgraduate programmes at a number of Irish universities.
He has published widely in books and national and international peer-reviewed journals on topics such as performance measurement, the future of public services, European integration, and local government. He has also undertaken numerous commissioned reports on behalf of both central and local government in Ireland, and the European Commission.
During 2010, Mark spent 6 months on secondment working for the secretariat to the Independent Local Government Efficiency Review Group, which reported to Government on potential cost savings and efficiencies within the local government sector. This involved research on relevant national and international local government efficiency reforms and responses to the economic downturn, producing papers and proposals validated by reference to research and appropriate source material, responding to demands and requests from members of the Group, and synthesising extensive data under very considerable time pressure.
Mark is also a member of the high-level Local Government Customer Services Group, set up by the Minister for the Environment, Heritage and Local Government in May 2003, containing representatives from the DEHLG, local councillors, county and city managers, and directors of service to examine a number of issues related to local government, including service indicators, corporate planning, customer surveys and complaints and redress systems. From 2005 to 2007, Mark worked on a futures project for the public service. This project examined trends and drivers of change within the public services over the coming years. This involved analysing some of the challenges for public service providers on the horizon, and assessing how ready the public service is to cope with different eventualities (see www.publicservice2022.ie). Ultimately, the project sought to provoke thinking about long-term trends, including demographic, societal, economic, technological, environmental, and workplace trends, and how these may impact on public service provision.
Mark is a member of the Royal Irish Academy Committee International Affairs Committee, the editorial board of the Irish Journal of Public Policy, and the Local Government Customer Service Group.

Prior to joining the IPA in 1997, Mark worked for Deloitte & Touche in Brussels, and worked on a number of feasibility studies and programme evaluations for the European Commission
