Joanna carries out research and consultancy work in the area of public management, with a particular focus on reform and modernisation in the area of human resource management. Joanna is also the editor of Administration, the journal of the Institute of Public Administration.

Laura Shannon

Position
Research Officer

Since joining the IPA in April 2016, Laura has worked on various research and evaluation projects. This includes contributions to the Local Government Research Series, research support for a local government boundary review and an evaluation of a participatory budgeting pilot for South Dublin County Council. Laura has also been involved in an independent review of the impact of The Atlantic Philanthropies on Government policy and practice.
