Prior to joining the Institute in 2004, Nicolas Marcoux worked for the European Union Commission in various development and assistance capacities, in sub-Saharan Africa, Eastern Europe and in the Balkans. He was directly involved in the design and delivery of numerous assistance programmes in close collaboration with state bodies and civil society organisations. He was notably the CEO of a major not for profit organisation in South Africa when he ran the operations of the Foundation for Human Rights together with the Supervisory Board. This gave him a direct insight into the operations of the not for profit sector and its challenges in terms of good governance and impact-driven management and processes. He later developed a deep interest in governance, effectiveness, impact assessment and evaluation of the operations of not for profit and charities and conducted his doctoral research on the effectiveness of Irish private foundations and philanthropies.
Nicolas also possesses a deep understanding of Irish public administration and civil service operations and governance challenges which he acquired during a two-year secondment as Deputy Director of the Middle East and North Africa Unit of the Irish Department of Foreign Affairs and Trade.
As Senior Governance Specialist in the IPA Governance team, he provides assistance and consultancy services to various state and semi-state bodies, charities and not-for-profit organisations on issues regarding good governance arrangements, Board effectiveness and impact assessment. He contributes to the IPA Professional Certificate in Governance where he teaches on the Governance of Irish not-for-profit organisations and charities. He is also a guest lecturer on the IPA Professional Diploma on Human rights and Equality.
Nicolas also manages the IPA Pensions Forum.
Prior to joining the IPA Governance Team, Nicolas was Head of the IPA International Services Unit, were he provided strategic advice and overall guidance in the design and delivery of the projects managed by the Unit.

- Queen’s University (Belfast) 2006-2010, Doctorate in Governance (DGov); doctoral research on aid effectiveness and private donors. Awarded in 2011;
