Public Management

This new one-year, part-time programme - the first accredited programme of its kind for the Irish public service -  responds to the fact that public servants, at all levels and in all sectors, urgently require significant education and training in climate- and sustainability-related matters.  It will provide public servants with some of the knowledge, skills, and competencies needed to contribute to climate action and sustainability efforts. Graduates will also be ideally placed to help their organisations comply with significant reporting requirements in the most efficient and effective ways.

The Postgraduate Diploma in Public Management is both a one-year, stand-alone qualification and the first year of the IPA's suite of MA programmes. It is delivered through a flexible, blended learning model.

The programme analyses public management using models and concepts from a range of fields, including economics, human resource management, and organisational strategy.  Students receive instruction in areas vital to the effective management of public services, including organisational change, taxation and regulation, public sector financial management, and the significance of EU institutions and policies for Ireland.

The MA – Criminal Justice is a two-year, part-time programme that combines study of subjects essential to public management broadly with subjects specific to the management of the Irish criminal justice system.

The programme seeks to raise the level of analysis within the Irish criminal justice system and to equip participants with the knowledge and skills necessary for effective management in this area. On completing the first year of the programme, students receive the interim award of a Postgraduate Diploma in Public Management. The second year of the course involves study of three modules in criminal justice and the preparation of minor dissertation in the area.

The MA – Financial Management is a two-year, part-time programme that combines study of subjects central to public management broadly with subjects specific financial management in the Irish public service. 

The programme seeks to raise the level of financial analysis in the public service and equip students with the knowledge and skills necessary for effective financial management. On completing the first year of the programme students receive the interim award of a Postgraduate Diploma in Public Management. In the second year, students take three financial mangement modules and complete a minor dissertation.

The MA – Healthcare Management is a two-year, part-time programme that combines study of subjects central to public management broadly with subjects specific to health and hospital services in Ireland. 

The programme seeks to raise the level of analysis in healthcare management in Ireland and to equip participants with the knowledge and skills necessary to manage effectively. On completing the first year of the programme, students receive the interim award of a Postgraduate Diploma in Public Management. In the second year, they take three modules in healthcare management and complete, under expert guidance, a minor dissertation.

The MA – Human Resource Management is a two-year part-time programme that combines study of subjects central to public management broadly with subjects specific to human resource management.

An informed appreciation of the theories, debates and legislation that dominate HRM practice is a huge advantage to any manager. This programme seeks to raise the level of analysis in public sector human resource management and to equip students with the knowledge and skills necessary for the effective management of people. On completing the first year of the programme, students receive the interim award of a Postgraduate Diploma in Public Management. In the second year, students take three HRM modules and complete a minor dissertation.

The MA – Leadership and Strategy is a two-year, part-time programme that combines study of subjects central to public management broadly with subjects specific to effective leadership and strategy formulation. It responds to the palpable need in the public service and beyond for leaders - at all levels of organisations - knowledgeable about the theory and practice of effective leadership and the creation and implemention of strategies. 

On completion of the first year, students receive the interim award of a Postgraduate Diploma in Public Management. In the second year, they take three modules in leadership and strategy and complete a minor dissertation.

The MA – Local Government Management is a two-year, part-time programme that combines study of subjects central to public management broadly with subjects specific to Irish local government. It seeks to raise the level of analysis in Irish local government management and to equip participants with the knowledge and skills necessary for effective management. 

On completing the first year of the programme, students receive the interim award of a Postgraduate Diploma in Public Management. In the second year, students take three modules in local government management and complete, under expert supervision, a minor dissertation on an issue in local government of particular interest to them.

The MA – Public Management is a two-year, part-time programme that combines instruction in key subjects in public management with an opportunity for students to research and write about a specific topic in the public management field.

The programme aims to raise the level of analysis of Irish public management and to develop more efficient and resourceful public sector managers.  In the first year of the programme, students complete six modules, adressing, among other things, economics, finance, and organisational strategy. At the end of that year they receive the interim award of a Postgraduate Diploma in Public Management. In the second year of the course, students write a dissertation on a public management issue in which they are especially interested.

Postgraduate Certificates are one-year programmes in which students take the specialist subjects of IPA MA programme.  They allow students, in just one academic year, obtain knowledge and skills in a discrete public management area, thereby improving their career opportunities and gaining insight into the issues that are found in particular public management functions or areas. There are six options:

  • Postgraduate Certificate in Criminal Justice
  • Postgraduate Certificate in Financial Management
  • Postgraduate Certificate in Healthcare Management
  • Postgraduate Certificate in Human Resource Management
  • Postgraduate Certificate in Leadership and Strategy
  • Postgraduate Certificate in Local Government

Students complete three modules and undertake a minor dissertation. Students must successfully complete the taught modules before moving to the dissertation phase.
