Local Government

Local Government courses such as the A-Z of Irish Local Government and Legislative Training address key services and the principal pieces of legislation underpinning the services currently being provided by Local Authorities in Ireland.  We also offer a range of programmes for Housing Practitioners' that are part of the Housing Training Network.  These courses are listed below.  You may also wish to view the Housing Training Portal here.  This portal is managed by the Housing Agency in collaboration with service providers of training, education, resources and events for Housing Practitioners.

The A – Z of Irish Local Government is designed to give an overview of each of the key services, and the principal pieces of legislation underpinning the services currently being provided by Local Authorities in Ireland. The A - Z of Irish Local Government is ideal for anyone (either from a Local Authority or from an organisation associated with the Local Government sector) who wants to develop a more wide-ranging knowledge of the sector.

As for previous elections, the Institute of Public Administration is working with the Department of Housing, Planning and Local Government to plan the delivery of training for staff involved in the General Election.

This course examines the work of the Local Traveller Accommodation Committee, clarifies its role and looks to increase the effectiveness of delivery of Traveller Specific accommodation in a local authority area.  It brings together Elected Members, Officials and Travellers/Traveller representatives in an interactive program.  Using models of good practice in Ireland, it looks ahead to the successful implementation of current and future Traveller Accommodation Programs (TAPs).  A report on proceedings from the training session will also be produced. This can be used as a framework for future action.

This Debt Management Programme is for staff working in Debt Management Units within the Local Government Sector.

Debt Management Units have been established in Irish Local Authorities to deal with many areas of debt management including debts associated with commercial rates, housing rents and housing loans. The focus of this programme centres around the management of debts associated with commercial rates.

This programme is aimed at developing within individuals the capacity to understand and change organisational systems and to understand and change oneself.

A key objective is to build capacity in individuals to operate outside of their functional responsibilities and to broaden their understanding of organisational and system issues, enhancing their ability to operate at a strategic level. The programme therefore challenges individuals to move beyond their current functional roles and behaviour; to open up to approaches when working with others to achieve goals and to generate more efficient and innovative outcomes.

The 10 day modular Legislative Training Programme addresses legislation pertaining to the areas of Housing, Planning, Environment, Water and Roads & Transportation Services in Irish Local Authorities. There are two days allocated to each of the five Service areas.

The 2019 Housing Practitioners' Conference, organised in association with the Housing Agency, was held on 4 and 5 July 2019 at the Lyrath Estate Hotel in Kilkenny.  The theme this year was Progress in Housing: Planning, Delivery, Quality and Regulation.

The New Thinking for Housing workshops are themed workshops held over five days and targeted at current and future Housing Managers in Local Authorities and Approved Housing Bodies. This new leadership management programme has been jointly organised by the Institute of Public Administration and the Housing Agency.

The Social Housing Induction Course is a one-day course designed for newly appointed (technical and non-technical) staff in Local Authorities (Grades 3-6) and staff of Approved Housing Bodies who provide social housing services.  From policy to practice is the training approach.  It will provide participants with an overview of key elements of housing policy, the social housing market and housing services.

The Standards for Rented Houses Training Programme is for all local authority staff, both professional / technical and administrative, who have responsibilities related to enforcement of the Housing (Standards for Rented Houses) Regulations 2019.

This new programme seeks to bring about a common understanding among Inspectorate Staff, and thereby standardisation, in interpretation and implementation of the Regulations and Guidelines both within individual local authorities and across the sector generally.
