Ashling has worked in the International Services Unit of the IPA for a number of years, managing IPA consultancy and training programmes with an international dimension. She manages European Union and other donor funded projects which utilise the expertise of the IPA and Irish public service to deliver capacity and institutional building supports in a variety countries, including the new Member States, accession countries, the Balkans and CIS, and Africa. Typical interventions include the areas of HRM, Financial Management, Management Development, Capacity building and issues relating to EU integration, and Ashling is responsible for the design and delivery of such programmes.
IPA projects would include some or all of the following: the design and implementation of a programme of support to a client, provision of consultancy/technical advice by Irish experts and study visits to Ireland. The IPA also competes internationally for EuropeAid and other contracts, and regularly provides bilateral programmes on behalf of the Department of Foreign Affairs.
