The GDPR and Data Protection Programme for Data Protection Officers (DPOs) in the Public Service is aimed at public servants with responsibility for Data Protection within their organisation, and has been developed to inform, and support, public sector Data Protection Officers in their roles, by providing a common shared approach and understanding of key data protection knowledge and challenges within the public sector. 

The programme content has been informed, and guided by, the Civil Service DPO Network, in ensuring the key topics are relevant and appropriate to the work of DPOs, and the wider network of public servants supporting the GDPR and Data Protection function within their organisations.

It is envisaged that each iteration of the programme will evolve to reflect the current legislative requirements and updates, if any, in addition to the broader data protection knowledge base and subject matter expertise available to us.

Delivery Method

The GDPR and Data Protection Programme for DPOs in the Public Service will run over five days in January and February 2024.

It will take place in person in the IPA, Lansdowne Road, Dublin D04 TC62.   The programme will be delivered and facilitated by subject matter experts in GDPR & Data Protection.

Fee: The cost of the programme is €1,950 per person.  Fee includes lunch and refreshments on each scheduled day.

All IPA courses are subject to a minimum number of participants and bookings will typically close one week prior to the course date.  This programme will close for bookings one week prior to the start date.  Early bookings are recommended to secure a place.

Cancellation Policy:  Please note, that in the event of a cancellation less than 48 working hours before the commencement of the programme, a 15% cancellation fee will be charged.  Cancellation fee will also apply to non-arrivals on the day.

This GDPR and Data Protection Programme is for Public Service Data Protection Officers (DPOs) and those staff who support the GDPR & Data Protection function within their organisations.

Learning Outcomes

Upon completion of the GDPR and Data Protection Programme for DPOs in the Public Service, participants will gain a practical understanding of their obligations under the law, how data sharing works in the public service, how to develop a compliant data sharing agreement, future changes in base registries, EU data sharing laws, and the fundamental data protection principles and responsibilities.

Day Two: Data Rights & Data Risks

  • Data Subject Rights 
  • Subject Access Requests
  • Dealing with Data Breaches
  • Risk Assessments: ROPAs, DPIAs, PIA

Day Three: Regulation & Regulators

  • The Role of the DPO – Functions and Independence
  • The Role of the Data Protection Commission & Supervisory Bodies, Legislative Consultation
  • GDPR Enforcement and the Regulatory Environment (practical)
  • Law Enforcement Directive, State Surveillance

Day Four:  Common Public Sector Specific Issues

  • Data Sharing in the Public Sector and EU
  • IT, Cloud, AI and Cyber Security Basics for DPOs
  • Advocacy Rights & Obligations
  • Record Management, Retention and Archives

Day Five: Public Sector Uniqueness

  • Data Transfers, EU/UK, Adequacy & BCRs
  • IAPP Curriculum Overview 
  • Facilitated Group Workshop and Discussion
  • Programme Learning Review 
Assessment

All participants who complete the five day programme will receive a Certificate of Completion.
